The National Physical Development Plan (NPDP) for the Commonwealth of Dominica ("Dominica") acts together with the National Land Use Policy (NLUP) as the two core documents which fulfill the requirements of the Physical Planning Act. Together the NLUP and NPDP guide planning for land use and development in Dominica.

The last national plan for Dominica, the Dominica National Structure Plan, was developed in 1979. During the creation of the NPDP, the 1979 National Structure Plan was used to provide historical context to the planning of Dominica in past decades. The Dominica National Structure Plan was also used to identify what investments planned for the country might still be relevant today.
