Proof of ownership of the land to be developed must accompany an Application for Planning Permission.

'21.(1) Every application for permission to develop land, made by the owner of the land, shall be accompanied by a certified copy of the applicant’s certificate of title or; other relevant title document in respect of the land to which the application relates.

(2) Where the applicant for permission to develop land is not the owner of the land,the application shall be accompanied by a statutory declaration sworn to by the applicant stating that he has notified the owner of the land to which the application relates, or the owner’s duly authorised representative, of the application and that the owner or his duly authorised representative does not object to the application.' Physical Planning Act 5 (2002)
